Directorate of town Planning has been entrusted with the responsibility of advising the government in the matter of urban development in the state for preparation of different Master Plans/ Comprehensive Development Plans, Development schemes & Formulation of Planning & Building Standard Regulations etc. Directorate of Town Planning, Odisha through its unit offices located in the district headquarters prepares master plans for the Towns falling under the administrative jurisdiction of the district on behalf of the Planning Authorities. i.e., Regional Improvement Trust & Special Planning Authorities. Throughout this procedure, 70 master plans and comprehensive development plans for various urban areas were produced and authorised. Currently, initiatives are being conducted to prepare master plans on G.I.S. platforms. Furthermore, master plans for all new towns are being developed using GIS and RS technologies.

DTP activities include:

a.      Preparation of master plans and approval of the same on behalf of special planning authorities.

b.     Preparation of project reports for the IDSMT and monitoring of the schemes.

c.      Technical guidance to Government as well as planning authorities with respect to regulation of plan proposals.

d.     Registration of Technical Persons under ODA (CAF) Rules-2016.

e.      Approval of Building Plan in Panchayat Areas.

f.      Formulation of Parameters on Fire Safety Measures for Clinical establishments.

g.     Creation of Data Dissemination Cell.

h.     Preparation of master plan for Rurban clusters.

i.       Technical advisors are given to Government on various activity such as.

·       Fire safety norms.

·       Preparation of Building Regulations for the Planning Authorities.

·       Tourism Projects.

·       Climate change, Pollution Control, Disaster Managements.

·       Steering Committee/Authority meeting.

·       Selection of agency for preparation of Master Plan.

·       Giving suggestion on constitution of SPA Committee, Trust Board etc.

·       Submission of Proposal for enforcement of OTP & IT Act, 1956.

·       Demand for Town Area Surcharge are being collected from the different Planning Authorities and place before Housing & Urban Development Department, Odisha for releasing the same to the concerned Planning Authorities
